**III. Policy for Changing Work Permits within Guangdong Province**
This is a policy belonging to Guangdong Province. For foreigners changing jobs between registered units in Guangdong Province, their work permits do not need to be cancelled or changed, which is a definite convenience policy. For foreigners flowing between relevant units within the same system in Guangdong Province, after obtaining the consent of the outflow unit and the inflow unit and registering separately in the outflow and inflow units, they can be exempted from reapplying for a work permit. The validity period of the work permit still calculates according to the original validity period. 5. 参保登记
- 外国人的聘雇单位或外国人本人持《外国人工作许可通知》或电子社保卡，可通过社保网上办事大厅或社保经办机构为外国人办理参保登记。社保经办机构应通过来华工作系统对外国人工作许可信息进行验证，为符合参保条件的外国人建立社会保障号码，社保卡管理服务部门会为其发放实体社保卡。
6. 人社服务拓展

**三、广东省内工作许可变更政策**
这是一条属于广东省的政策。外国人在广东省内的备案单位之间变换工作的，其工作许可无需注销也无需变更，是妥妥的便利政策。外国人在广东省内区域内同一系统内的有关单位流动，经流出单位和流入单位同意，并在流出、流入单位分别备案后，可免于重新办理工作许可，工作许可有效期仍按原有效期计算。延期、注销等业务仍需在原工作许可审批地办理，延期时应提供经现单位盖章的相关情况说明。涉及薪酬承诺事项的外籍人才，延期和注销工作许可时应按原承诺薪酬提交相关证明材料。《外国人工作许可证》处于有效期内的，无需办理变更。本措施实行清单制管理，未纳入清单的单位人员流动按照外国人来华工作许可原程序办理，即在流出单位办理外国人工作许可注销后，在流入单位重新办理外国人来华工作许可。
**四、广州市创业投资工签政策**
在广州市内投资（实缴）400 万元人民币或占股比例 30%以上，并完成经营主体登记注册、且参与日常经营的外国人，经所在区市场管理部门确认，可按规定申请办理工作许可（B 类）。延期工作许可需提交按期实缴出资证明书、财务凭证、经营情况、纳税证明、中外籍员工缴纳社保证明等相关证明材料。
该政策是广州市对于外国人工作许可的一个福利政策。能刺激外国人在广州投资，同时降低了外国人的学历要求，因为很多外籍人才学历不一定优秀，但履历很强。如果因为学历不足将人才拒之门外，就有违国家惜才之意，和大方针反向而驰了。
**五、广州市名校应届生工作许可政策**
这同样是一条由广州市主管部门公布的惠及外国人申请工作许可的政策。在世界高水平大学或者国内双一流建设高校（147 所）获得科学、技术、工程、数学领域硕士及以上学位的外国毕业生，自毕业之日起 1 年内，有确定聘用单位的，可免除工作经历要求，由用人单位为其办理有效期不超过 1 年的工作许可（B 类），到期后可按规定申请延期；从事创业活动的，可由创业园、孵化器等创新创业孵化机构为其申请办理有效期不超过 1 年的工作许可（B 类），到期后可再次申请延期，延期不超过 1 年。
